The third paragraph under 'Responsibilities' talks about a HF exchange. But the sentences that follow pertain to a regular exchange. Perhaps all I'm saying is; why a High Frequency exchange?



The sentences that follow pertain to both types of exchanges, really.

The initial users of voting pools are going to be exchanges that have their own order matching engine and will not be using native OT functionality for that.

Mentioning HF trading is an example that's there to establish that voting pools can support the needs of that type of exchange.
