This is in fact the canonical method for identifying the active series - whichever series contains the charter output is defined as the active series.

That seems to be contradictory. Where is the charter output located?

The charter output should always be located at the 0th change address for the active.

This is in fact the canonical method for identifying the active series - whichever series contains the charter output is defined as the active series.
